I'm not an expert, so others might correct me...
It's approx. true, but not quite.
The earth's orbit is eccentric. In early Jan we're closest to the sun and travel fastest. In early July we're furthest/slowest.
So, winter solstice to spring equinox is the shortest "quarter". Jun-Sep the longest.
