Possibly dumb question - do you know when this will take effect?

I wanna say Montréal isn’t as bad as the rest of Québec, but my Portuguese partner has been asked what he’s doing off the reserve, and called the n word, all because he’s not lily-white, by fellow Montrealers and cops. So…no, we’re just as terrible.
