Agree - Local Government is the only tier that is not in the constitution. It always seems that whenever a council is sacked and an administrator takes over services improve and work gets done.

Have a look at Australia. PR in all elections and things do get done. We even had a bit of a Landslide in the last election. You also need an independent Electoral Commission to ensure that there is no gerrymandering.

Imagine those poor bastards who were in Eden-Monaro with Kristy McBain as their member and were then transferred to Riverina and Michael McCormack. Also there was an informal vote of 10% over the electorate with some polling stations recording greater than 20% informal.

My booth did not have a democracy sausage. There will be less than 100 electors over the 10 hours. Also because it is such a small government school it is very well funded in terms of $$ per pupil.
