Like... I can see AI being used to write a piece of code that functions for what you need it to do (and there are only so many ways to do what you need it to do), but I can't really see a writer asking an LLM for a story's chapter that they can integrate in their work, even with edits

As an outsider with limited coding knowledge, could it be because development is a bit more technical, while something like writing is more expressive?

My idea here is that it doesn't really impact the artist, so it's something easily ignored compared to plagarism for financial gain.

But it would be nice for stuff like AI-Blind Zones where people could post their stuff without it being used to train AI models

That is an understandable take, and the fact it doesn't ask for consent is indeed an issue you can draw the line on.
But isn't it similar to like... looking up art on Google images for use in a DnD campaign with friends?

Scriptwriting with AI, unless it's a model you 100% trained yourself with your input, is active plagarism and making money off of someone else's work, so I think it's of greater impact and must be indeed very heavily regulated.

The difference to me is mainly on the impact.
Recreational slop for personal use, as long as no one makes money off of it really only affects the person engaging with it until they get bored of the novelty toy and drop it.
