Improve transit and reduce reliance on cars. Less need to import cars. Maybe step up production of transit vehicles in Canada before adding new auto plants.

We should get a large group of people who live or work nearby to chip in and split the cost to buy one. The operating costs could be shared and offset with user fees each time one of the 'club' catch a ride.
