Alas, the first time you said it didn't make sense, I said what I said, which is, just because you don't understand it, doesn't make it bad. Simply because we come to the conclusion, "I don't understand," should not be impetus for us to write something off as wrong or irrelevant or not good.

There are a lot of reasons I can think of. One of the most likely in my mind is that someone has built a bot which they are using the AT protocol for, like for a personal comments system, or an atypical PDS, and they are not at all interested in any interactions with any external accounts.

Just because it doesn't make sense to you doesn't make it bad. There could be any number of reasons that somebody might do that.
