What can be done to decrease overcrowding and inhumane treatment when it is found? Are there ways for citizens unconnected to those incarcerated to send money for their individual accounts to make sure they have access to basic necessities that are otherwise not provided?

My thoughts exactly. If the states are supposed to be take up the void, perhaps our tax dollars should there instead. These GOP assholes have only thoughts for themselves, their families and rich bro-pals.
