Having done Bikeability training in UK, they recommend to cycle in seconday position as routine, but to take primary when approaching junctions, obstructions such as parked cars, pinch-points, pedestrian crossings etc. to prevent overtaking when there isn't space for a vehicle behind to safely do so

The recommended cycling location is 75cm-1m away from the kerb, both for reasons of avoiding debris in the gutter, but also so you're where a car's kerbside wheel would be - so the driver is more likely to look where they expect to see a vehicle, and see you (so as not to hit you)! Take more space.
