My guess is that Option 2 is the fiction

Trade deficits and tariffs are two totally different things. Some countries are poor, and citizens don't have much money. They sell cheap goods to the USA, but don't buy much in return. They can't afford the expensive things the USA makes.

Not a tariff in sight. Simply markets.
