The only tweak he will need to do to his model is to hire the doctors as an independent contractor not an employee. Most physicians prefer the flexibility as a contractor to an employee and it integrates them into the rest of the system better.

You can have a problem with how the taxes are spent, but ‘more’ taxes is not an inherently bad thing.
