Chrome uses the video card’s HEVC decoder, whereas windows wants to use a software decoder.
It’s free to include a hardware HEVC decoder and encoder but costs money to license the software. It’s around $1 per install last I checked.

Given that Elon wants to replace the FAA with randoms from SpaceX, it’ll probably get worse.
