So #2 is a 1st person narrator (“my eyes”) which means that the evaluation is different — “does this convey a personality through voice?” is key, not just control of language. That feels the strongest of the 4?

You can definitely move them out of the Executive. For example, there was a push a few years led by AILA for Congress to establish immigration courts as Article 1 (legislative branch) courts, similar to tax courts
