3. Long term: Assert to the USA and Russia that yes, Europe can. And that it must be counted on in the settlement of the conflict in Ukraine = Not a done deal!

Three objectives: 1. Short term (coming months): Rapidly deliver 2 billion rounds of ammunition for 5 billion euros. = possible (except Hungary). 2. Medium term (2025): Europe must provide 20 to 40 billion this year (donations in kind, non-lethal, guarantees included) = Not easy, but possible.
