Nah you got him wrong. Read The Pentagon’s New Map. You’ll have a deeper understanding of the motivation. It was a vision. But too rigorous for this society.

He used to have more faith in the professionalism and integrity of Federal LE. Nothing exceptional about that.

As a long time follower of Kristol’s I’m not surprised. This is consistent with long expressed values around freedom. Big step losing faith in such a large chuck of Federal LE though.
