Doggett’s district was redrawn repeatedly in response to court rulings that it (or adjoining districts) violated the Voting Rights Act. His first district after the 2004 redistricting (District 25) did indeed run all the way from Travis County to the Mexican. Just Google “2004 Texas districts.”

Even pre-2021 one of the Austin districts had a Democratic representative—the indomitable Lloyd Doggett. But for a time his district ran in a strip from Austin to the Mexican border.
