Yeah, it's a little finnicky with Rivals, but I think that's just AMD cards in general because my 7800XT was like that too. I've found that turning off frame generation, turning off vsync, and capping the framerate to either 90 or 120 really helps smooth it out.

The nerd council determined that it was a phasing issue. You only have one account through onedrive, so the thought is that every time one of your devices ran a backup it completely replaced the other one. So since the laptop ran one last, it wiped the pc backup.
