I guess my question is "enforced by whom?" It was my understanding the Supreme Court would have to take it up based on an actual "injury" to someone. So I guess maybe a federal employee that's impacted could sue.

If these EOs are "illegal", then how does the law get enforced? Does Congress have to sue the President and exec branch? Or could those impacted (federal employees, grant recipients, etc.) have standing to sue?
