FEMA took care of the damage due to the emergency. Removed top 6 inches of soil.
Determined rest was legacy (lead paint, pipes, asbestos from building over 100 years, etc.)
I care deeply about clean air and clean water, I’m just not sure making Palisades 100% clean is FEMA’s responsibility.

Maybe each homeowner/insurance company will test prior to rebuilding in order to get permits. IDK
FEMA (taxpayer) shouldn’t take on the expense of testing each homesite.
