Not entirely deterministic*. It's possible to have external factors (conditioning, learning, training) influence transition and alignment from 1 ideology to another - if you're biologically prone to high or low EQ - expect cognitive dissonance (strain) in a transition (if applicable).

They don't want you to travel, and re-integrate with Red States. Red States Red and Blue States Blue. Forcing the have-nots to those regions (majority), keep them dumb by eliminating education, and maintain majority Red by way of new voting laws.
