As a very literal reader, I found it difficult to understand this sentence by Sen. Murphy. I think he means "risk-averse", not "risk-adverse". I'm not even sure what "risk-adverse" would mean in this sentence (or any sentence). But I agree with what he is saying nevertheless!!

It's ok, because he said "I believe" when talking about the two judges that adjusted. So, it's just him expressing a strong opinion of the facts in the case. Or some such nonsense. It used to be "opinion versus facts". Now it's just which opinion has the better liars to promote them.
