You're right about it being veto proof, but FWIW, Clinton's economic advisor, Gene Sperling, in a 1997 memo, did encourage the president to do away with Glass-Steagall.

I've seen this before. Wisconsin governor Scott Walker put an "Open for Business" on all of the Wisconsin welcome signs. Then a Taiwanese company, Foxconn, got millions of dollars from the state in exchange for the promise of jobs that never came.
