idk, I think if there's a turn down the blame allocates to the party in the White House. I don't think most voters blame governors when/if there's a turndown, especially when the governors can say "well, I did this good thing, but it was swamped by bad policies coming out of Washington".

there's a thought that these institutions are making these 'deals' b/c they think the 'deals' will be undone ~2029. if the Dems are in the position to undo these 'deals', they should force the dismissal of the University leadership that signed off on this as one (among many) conditions.
