You misunderstood my point. The sentence “Republicans do what’s right” is the same as “Republicans do what is right.” This is clearly not what you meant to say. If you place a comma after Republicans, you are telling them to do what is right - “Republicans, do what’s right”.

Yes, do is present tense, doing is present progressive.
