No, based on that footage - the flames are in front of the ride building. Almost certainly one of the trailers or dumpsters in the backstage alley that is right there.

That appears to be backstage between the front facing portion of the France and Morocco pavilions. Bakery would be to the 'left' of those flames (it is pretty much under the Eiffel tower).
