Using the crosswalk on foot may change the presumption of fault in resulting collisions but it does little to alleviate the hazard, especially for those pedestrians without the physical ability to run or jump out of the way of unexpected automobile traffic.

This hazard is greatest for riders with physical limitations which make it difficult to accelerate from a stop, and past bad experiences with unexpected Mill Street traffic may entice these folks to proceed without coming to a full stop in order to minimize their crossing time.

Riders on Minuteman Bikeway who proceed from the stop sign after confirming Mill Street is clear will often be surprised by speeding drivers on Summer Street who subsequently turn onto Mill Street without slowing and arrive at the Mill/Bikeway intersection before they've finished crossing.

A few minutes watching drivers on Summer Street take the turn onto Mill Street at speed, often without signaling, and frequently in violation of the posted "no turn on red" should be enough to conclude "everyone obeys the rules" is an impossible prerequisite.
