Yes,of course. But police often do whatever they want regardless of what they're told. Surprisingly I have not seen that treatment towards ICE. Also, are they being told to refrain from arresting ICE no matter what? I have not heard any evidence of that.

Yes, but no arrests *of* kidnappers. With how fast and loose police generally play with arrests, I'm surprised I haven't heard of a single ICE agent being arrested. Not one.
