I think that characterization is fine, but I don’t see how the US foreign policy in LatAm has ever been otherwise. I guess I am wary of projects from outside the region that demand order and legibility, even when stemming from the best intentions.

Historically(at least from LatAm perspective), nothing can be better than something.

This is terrible for all the reasons, but I do wish we talked more about bloating administration and taxing capital gains on endowments to help community colleges and publics that help immigrant families get that education. Feels like this cliff has been weaponized for a decade already.
