That's just it. They decide weather it was negligence or a firing offense. The administration defines those parameters. The Dems can bitch about it, but they don't have enough to do any more than embarrass them.

People do not understand simple Civics. I find myself explaining on a daily basis that state government has no authority to overturn a judge's ruling, fire a county employee, or arrest someone because they want it. They don't care about separation of power, or each branch being separate but equal.
