Non-profits do kinda do that ... Not on blusky... but in their fiscal reports. Are federal agencies not doing that? (Honestly, I don't know. Thoughts?)

No one is stopping him. I agree it's needed because even if you did turn in money, they would return it to you. Not defending the guy, but how do you pay your fair share even if you wanted to?
