It's the premise of the book Good Omens, but the reps are actually both good and it's more a criticism on how corrupt both Heaven and Hell are, so... might not be what you're looking for. And it's fiction.

There are many "alt" accounts who haven't requested to join, have dropped out of vetting, some outright ghosted, and some who didn't make the cut.
