We've been conditioned to believe the President is more impr than Congress and the Court. The Speaker and Chief Justice don't have this level of celebration for all of "their" success.

Walking out or not showing up could start the process to rebalance that power.

They need the visual of Dems leaving mid Trump rambling. Networks will play it on repeat for weeks.

It will throw him off and likely result in him going off prompter too.
