So nothing about firing a swath of Fed employees. My guess is there is another contract about that service with another contracted fee.

Any large business with a communications/media/PR area has subscriptions to news orgs or even a news aggregator service. Sounds like they are overpaying but usually, there are a number of seats that come with a sub.
