FIFA doesn’t devote a penny to Fan Fests. Normally, the national organizing committee would fund those, but there isn’t one in the US. Each host city is on its own to pay for a Fan Fest. There’s enough money in New York to fund a full-time Fan Fest, not so in other cities.

This nails it. Parks used the "Taxi" structure where the lead is the anchor while the big comedy moments go to the supporting cast. While on 30 Rock, Liz and Jack got the attention with the others mostly providing (often funny) one-off gags. I'd posit because Tina was the showrunner and Amy wasn't.
