A bit of both - recognize the Art Nouveau Bauer style and then look through their list. Once we have the exact name, we can find a bit of history and historic samples at fontsinuse.com/typefaces/27....

Registered by Berthold in April 1900 as Secession [Reichsanzeiger]. Later spelled Sezession. Released in regular and halbfett styles in 1901, followed by Kontur (outline, 1904) and fett (1907) styles....
