The government already holds huge amounts of data on anyone who's ever had a job, paid tax, had a driving licence/car, passport owned a house or business or claimed benefits

These systems are incredibly robust, way more so than a lot of enterprises that have been in the news recently.

Copy-on-write paging allows for vfork implementations which avoids full memory copies of running processes too.

Bringing the execution runtime into the web server allows these optimisations to be realised, whereas with 90's CGI the fork is followed by an exec
