It is a COLLECTIVE RIGHT AND OBLIGATION to negotiate an agreement between 60 senators. It is not one party versus the other party. THE negotiation means that contrary elements have to be considered and passed, such as ACA. It is baked into the process.

Nobody seems to at all mention that the process as directed BY THE RULES AND THE CONSTITUTION, is that turning the government back on requires a closure of debate vote by the Senate, requiring 60 votes to pass. This requirement means implicitly that 60 senators have to agree.

They do not care about running roughshod over people and institutions. And they actually don't care about the economy either, as long as they are able to accumulate power and wealth.
