All this I suppose to say I agree with you; actively killing people's interest in reading, be it through policy or poor teaching, is a big threat to literacy and all the skills that come with it. Perhaps the biggest.

It's not impossible, but I admit I had the good fortune of parents who enjoy a book every so often and embraced ereaders well before I did. The trick for me was seeing people read, even if only during holidays, and a handful of teachers in college who could convey their passion for the subject. +
