It is easier for local authorities to change settlement boundaries than the green belt but politics of development is the same so they tend not to. Most of the time for planning, no difference between open countryside within or without the green belt

Not really correct to say ‘unprotected farmland’. Generally speaking, most land outside settlements protected under local policies responding to national policies on ‘sustainable locations’..
