There actually is established cancer research at the Department of Energy. This might seem out of scope, but it is related to links between radiation exposure and increased cancer risk. Some labs have (or had) robust genetics research programs for similar reasons.

I am not 100% sure about that last part — I think that the argument to make is that this approach will almost certainly result in a very different distribution of awards, and that even though the same amount of funding will go out the door, the economic impact of the funding will be reduced by 80%.
