Tough question. I guess it would depend on if plastic pants are considered cheating. If boy 1 had the same option available, then I guess all is fair, and it's boy #2 for the win. HOWEVER if it weren't for the plastic pants, boy #2 would have arrived in wet pants, and the win goes to boy 1.

Assuming boy #2 didn't leak, my vote is for boy #2
