Am I misreading this or are you taking this as me being a trump supporter? To be super clear, I am pro-Bernie and would have voted for him given the option. I'm not in the US but would have voted down in every presidential election in my life.

Tax Money not spent on defense is indeed available to any other task Congress chooses to allocate it to. That's how government funds work.
