Transit Security in Vancouver actually rides some of the buses proactively. We have both Transit Police and Transit Security. Transit Security can make arrests in certain circumstances and they can issue fines. It’s quite effective.

Every city should have a Transit Security Department with some sort of Peace Officer authority. As far as I know, most major cities in Canada have this.
