Presidents often issue a surge of pardons before leaving office. Trump pardoned 73 on Jan 19, 2021; Obama commuted 330 on Jan 19, 2017; Clinton issued 140 on Jan 20, 2001; G.W. Bush pardoned 19 in Dec 2008; G.H.W. Bush pardoned 6 in Dec 1992. Expect Biden to follow this pattern.
