"Readiness Reporting", 10 May 2017 1. This memorandum establishes the standards for creation, implementation, manning, training, and equipping of a National Guard Quick Reaction Force (NGQRF) in support of Secretary of War direction pursuant to reference (a) and (b). 2. Requirement. National Guard Bureau (NGB) will train, equip, and make NGQRFs operational NLT 1 January 2026. NGORFs are an additional mission set of the CBRN Assistance Support Element (CASE) portion of the Homeland Response Force (HRF) (200 personnel) trained in civil disturbance operations and prepared to deploy with 25% of the force in 8 hours, 50% of the force responding in 12 hours, and 100% of the requirement in 24 hours. 3. Personnel and Equipment. NGB will field each CASE State with 100 sets of crowd control equipment to be used to support this requirement. NGB will authorize each CASE two (2) full-time equivalent (FTE) (ADOS) personnel to manage this mission set from a training, equipping, and response perspective. Services will designate funding streams. Part 2, continuation: 4. Training. All units are authorized an additional five (5) days of training to accomplish Level 1 and 2 training requirements. HRF/CASE Commanders will be responsible for maintaining a small cadre of trainers to ensure initial and sustainment training required to ensure operational readiness. The Army Interagency Training and Education Center (AITEC) through NGB Combating Weapons of Mass Destruction Division (NGB J3/4/7- W) is available for scheduling and conducts Train-the-Trainer courses for Level 1 and 2 requirements. States must use Interservice Nonlethal Individual Weapons Instructor Course (INIWIC) trained instructors to obtain Level Il proficiency. Attachment 2 provides the civil disturbance training instruction.

First, it must become part of daily vernacular of the invading country because invasions never have full domestic support, nor do they need it. They just need enough that it becomes normalized. Second, the invading party needs to declare martial law or some variant of it in order to crush any domestic opposition to the invasion. Third, the invading country needs to establish collaborators within the nation to be invaded in order to take full advantage of internal conflicts within the nation to be invaded. Fourthly, there must be a constant barrage of propaganda, misinformation and disinformation saturating the nation to be invaded and then a fabricated reason that "threatens" the national security of the invaders to trigger the invasion. We are well on our way for this to become a reality.

From a Reddit post, a screen grab of stories of people impersonating ICE and committing crimes: South Carolina Sean-Michael Johnson was charged with kidnapping and impersonating an ICE agent after detaining a group of Latino men. Leon Howell told a 51-year-old hispanic woman in Brooklyn he was an ICE agent and directed her to a nearby stairwell where he punched her, tried to rape her and stole her chain, cell phone and purse. In North Carolina, Carl Bennett Jr. impersonated an ICE agent and threatened to deport a woman if she did not have sex with him. If the people apprehending you don't tell you who they are, won't tell you why you're being arrested, and their only uniform is a mask, how are you supposed to know the difference between a criminal and a law-officer?
