Yeah. I didn’t word that well. I think it should have been obvious from the start that TOD wouldn’t happen on Capitol and it definitely should have gone down meridian

Zoning is much harder to generalize about but it’s typical for the majority of lots in a city to by classified as “residential” which is typically limited to single family homes up to 2 or 4 flats.

From a building code perspective, this building should be legal in most jurisdictions. I’m guessing this is more about zoning. 13R sprinkler system would be required, but as long as there are 4 or less units per floor only one stair is required. No elevator required unless by local amendment.
