I looked that up, and it's true. However, he gets to recommend 4 members of the board. He can also politically influence other board members.

As for rent freeze, he gets to recommend and appoint members to the boards which would be aligned with his vision, therefore, voting for rent freeze.

I'm not a resident of NYC. I know in other cities public transit falls under the jurisdiction of the city.
Also, I know in other cities, they can require private development to allocate a certain percentage to social housing. Also, they can freeze rent. I just didn't know that NYC was different.
