See this could almost make sense if the idea was that the Camarilla's written law was almost vestigial, handed down and reverered like the Code of Hammurabi, but the actual laws were all implicit in the class structure, and the Sabbat were constantly tweaking and adding to make everything explicit

I don't think this is quite accurate. The cuts they propose aren't reducing public spending by 3% of public spending, but by 3% of UK GDP (which is quite a bit bigger).

I kind of like the ambiguity, as it gives a lot of latitude for interpretation. But you make a compelling point, the finale doesn't exactly come across as a Strong Artistic Vision

For the true geometers, Cube (1997) is also a gem - starts out looking like it's leaning into horror, but the existentialism soon takes over. Acting is a little theatrical and the budget is next to nil, but again, the atmosphere is top-notch and will give claustrophobes the willies.

Sphere (1998). Editing is a bit shonky and pacing is weird, but Hoffman, Jackson, and Stone all give great performances and the overall vibe is terrifically creepy (as well as having a very old-school sci-fi premise). Not read the book but dig out the movie every few years.
