Yes, however none of them have had ever had plenary authority over the US government. That’s what he’s talking about. That’s why he suddenly shut down. We have 3 branches of government that check and balance each other (usually) and he’s stating their position is Trump has total control/power.

He is just so cold and so inhumane. He would be content to watch all around him starve as he gorges himself like a smug, fat hog. I have lost so many friends because of him. My family and I are not as close. My Dad called me “the enemy”. My own flesh and blood. My hero. It hurts.
