Rise of Fake Social Media Profiles
Multiple fake social media accounts have appeared in the names of Prime Minister Sushila Karki and several ministers, creating confusion and raising misinformation. The Prime Minister’s Office clarified that “PM Sushila Karki” is the only official Facebook account. Several fake pages are still circulating, including those impersonating Minister Kulman Ghising and Finance Minister Rameshwar Khanal.
The issue of fake profiles of those in authority emphasised the weak digital governance and poor continuity during political transitions. The spread of fake profiles also threatens public trust and highlights the need for a verified communication framework. However, the Prime Minister’s move to clarify and relaunch official accounts represents a positive step toward transparency and credibility in government communication.

Political Misconduct in Cyberspace
Nepal has seen a rise in cyber-related offences involving both political figures and ordinary citizens. Rastriya Swatantra Party’s Dr Araniko Pandey and UML leader Ain Mahar, along with his wife, were charged with

online harassment under Nepal’s cyber laws. Similarly, CPN-UML Politburo member Mahesh Basnet faced investigation for posting offensive content and sending obscene messages on social media. Despite thousands of complaints, few cybercrime cases reach court, as police often settle matters by removing content.
Similarly, a viral video falsely linked former Home Minister Ravi Lamichhane to a manpower scam involving current Home Minister Om Prakash Aryal. Later, fact-checking revealed the clip was edited and taken out of context. These incidents show how digital spaces are increasingly being exploited for political manipulation, harassment, and misinformation. To counter this, Nepal needs stronger mechanisms to ensure ethical accountability, critical digital literacy, and transparent enforcement of cyber laws.

Digital Vulnerabilities and Exploitative Practices
Nepal’s digital ecosystem faces broader security challenges with digital vulnerabilities. The WhatsApp account of the Sunsari District Police Chief was hacked, with messages and money requests sent to the public. Similarly, scammers have impersonated police officers, even using fake Facebook pages and photos of former IGP Sarbendra Khanal. Disturbingly, the very authority meant to ensure public safety is being mimicked to exploit victims, especially women who are scammed twice: first by the impostors and then by a system that fails to protect them.

Furthermore, the Press Council Nepal website, a key media regulatory platform, was hacked, blocking access to journalists’ codes, complaints, and publications. On the other side, social media is being exploited for illegal promotions, particularly targeting youth.

Content creators such as Rajkumar Thapa (Moto Vlogger), Vibid Jung Thapa (MRB Vlog), and Sandesh Tamang (2B Gamer) have advertised banned online gambling platforms like Khalti 88, Jaibaji, and JW8, luring users with promises of easy money and bonuses, especially during Dashain-Tihar. These cases highlight systemic weaknesses in digital governance, cybersecurity, and ethical oversight of online platforms in Nepal.

Cyber Vulnerabilities and Public Accountability During the Gen-Z Protests
The Gen-Z protests on September 8 and 9 exposed weaknesses in Nepal’s digital infrastructure. Hackers exploited Malika Rural Municipality’s SMS gateway, sending violent alerts under MALIKA_ALRT. While the ID was suspended, Nepal Telecom’s claim of no responsibility exposes weak oversight.

Election and the Digital Infrastructure
Nepal is holding its House of Representatives election on Falgun 21, with Prime Minister Sushila Karki requesting everyone to register on time, emphasizing the importance of exercising our right to vote. Although the country experimented with electronic voting machines (EVMs) in the 2064 BS Constituent Assembly election in Kathmandu, they were never used nationwide. The Election Commission has decided to stick with traditional ballot boxes this time as well. Traditional ballots require manual counting, which delays the election results. In Nepal, with the current political instability, these delays can prolong uncertainty and increase political tension.
On the other hand, digital voter registration is

taking a significant step forward. Through the Election Commission’s website and the Nagarik App, citizens can now pre-enrol, verify, and update their voter details online until Kartik 30. This attempt makes participation more convenient, though the online registration contrasts with the commission's regressive reliance on low-tech paper ballots for the actual vote count. Despite progress in administrative digitisation in Nepal, the lack of focus on data security and privacy makes nationwide electronic voting a long way off, requiring significantly better planning.

State’s Perspective towards Indigenous Identity and Misinformation
Tashi Lhazom, who had been considered for a ministerial position in Prime Minister Sushila Karki’s cabinet, faced huge social media backlash, raising questions about her citizenship status and alleging links to the Free Tibet campaign. Local leaders defended her, and Lhazom also clarified that concerns rose from prejudice against her as a marginalised woman from Limi Valley, Humla. She denied

consultation about a ministerial role and emphasised internal divisions within the Gen-Z movement. The questions Lhazom faced show a broader state tendency to require Indigenous and marginalized individuals to repeatedly prove their citizenship as Nepali before being fully accepted in public or political life. Having an unfair demographic and political distribution may result in unfairness for the entire community.

Simultaneously, misinformation fueled online tensions when a viral photo showed a man in a TOB T-shirt, which was interpreted as Tibetan Original Blood holding a gun, falsely linked to protest violence. Later, fact-checking confirmed it was rapper Tenzing Dawa in a 2-year-old music video with a prop gun. The acronym TOB was clarified by rapper Surendra Gurung as standing for “The Original Brothers,” a Nepali motorcycle club. Police also confirmed no threat. This shows how misinformation and symbolic misinterpretation can escalate social tensions, especially when there is involvement of indigenous faces.

Misogyny and Digital Accountability in Media
Former Nepali cricket captain Sandeep Lamichhane accused Paradigm TV and several YouTube influencers of defaming him for profit. His post on social media triggered a wave of misogynistic attacks against female guests of the show. Influencers such as Dr Trishala Gurung, Nitu Malla Thakuri, Jasmin Maharjan, and Suruchi Budhathoki. The women faced gender based harassment online that forced them to restrict comments. The Cyber Bureau warned that such actions violate the Electronic Transactions Act, 2063. The backlash women face in Nepal's digital spaces is a result of the deeply rooted misogynistic culture, in which women face harsher personal attacks even for expressing their opinions. Paradigm TV faced widespread criticism for an episode that featured sexist remarks about singers Elina Chauhan, Samikshya Adhikari, and Suraksha KC. Although the content was later removed, clips from the episode continued to circulate online. When influential individuals perpetuate sexist attitudes toward women and survivors, such remarks reveal the normalisation of sexism.

सेप्टेम्बर ८ र ९ मा भएको जेन जेड प्रदर्शनले नेपालको डिजिटल पूर्वाधारमा विद्यमान रहेका कमजोरीहरूलाई उजागर गरेको छ । प्रदर्शनका क्रममा ह्याकरहरूले मालिका गाउँपालिकाको एसएमएस गेटवे ह्याक गरी MALIKA_ALRT का नामबाट हिंसात्मक सन्देशहरू पठाएका थिए । सो आईडी हाल निलम्बन गरिएको भए पनि नेपाल टेलिकमले उक्त कार्यको जिम्मेवारी लिन अस्वीकार गर्यो ।
त्यसैगरी, प्रदर्शनका क्रममा व्यापक रूपमा प्रयोग गरिएको डिस्कर्ड प्लेटफर्म पनि र्यान्सम–आधारित ह्याकिङको शिकार बन्यो, जसका कारण झण्डै

७०,००० प्रयोगकर्ताको व्यक्तिगत तथा वित्तीय जानकारी तेस्रो पक्ष प्रदायक मार्फत चुहियो। ह्याकिङ पछि डिस्कर्डले तुरुन्त पहुँच बन्द गरी प्रभावित प्रयोगकर्ताहरूलाई जानकारी गरायो। यस घटनाले राजनीतिक आन्दोलनका समयमा बाह्य प्लेटफर्महरूमा निर्भर सञ्चारका जोखिमहरू स्पष्ट रूपमा उजागर गर्छ।
जेन जेड आन्दोलनले सेलिब्रेटी र प्रभावशाली व्यक्तिहरूको सामाजिक भूमिका बारे पनि नयाँ बहस उत्पन्न गर्‍यो। निर्देशक अमन प्रताप अधिकारीले जलिरहेको संसद् भवनको नजिक उत्सव मनाएको दृश्यका कारण आलोचना सहनुपर्‍यो। त्यस्तै, अभिनेता दीपक राज गिरी, निश्चल बस्नेत, र कलाकार करिश्मा केसी, इभा गिरी, तथा इस्टु कार्कीहरू पनि आफ्ना अनलाइन गतिविधिका कारण सार्वजनिक चर्चाको केन्द्र बने। यी प्रतिक्रियाहरूले अब जनताले प्रभावशाली व्यक्तिहरूबाट बढी उत्तरदायित्व र संवेदनशीलताको अपेक्षा राख्न थालेका प्रष्ट पार्छ । यद्यपि केवल कसैलाई कुनै स्थानमा देखिएकै आधारमा उसलाई दोषीका रूपमा व्याख्या गर्नु भने न्यायसङ्गत हुदैन। यि घटनाहरूमा देखिएका सरकारको प्रतिक्रिया र जनस्तरको असन्तोष दुवैले नेपालमा डिजिटल सुरक्षाको सुदृढीकरण, स्पष्ट उत्तरदायित्वको व्यवस्था, र राजनीतिक परिप्रेक्ष्यमा सामाजिक सक्रियताको आवश्यकता औल्याएका छन् ।

मिडियामा देखिने स्त्रीद्वेषी प्रवृत्ति र डिजिटल उत्तरदायित्वको अभाव
पूर्व नेपाली क्रिकेट कप्तान सन्दीप लामिछानेले पाराडाइम टिभी नामक युट्युब च्यानल र केही युट्युबरलाई आर्थिक फाइदाको लागि आफ्नो बदनाम गरेको आरोप लगाए। उनले सामाजिक सञ्जालमा गरेको उक्त पोस्ट पछि सो कार्यक्रममा सहभागी महिला पाहुनामाथि व्यापक रूपमा स्त्रीद्वेषी आक्रमणहरू हुन थाले। डा. त्रिशला गुरुङ, नीतु मल्ल ठकुरी, जस्मिन महर्जन र सुरुचि बुढाथोकी जस्ता प्रभावशाली महिलाहरूलाई अनलाइनमा लैङ्गिक दुर्व्यवहारको सामना गर्नुपर्‍यो, जसका कारण उनीहरूले आफ्ना सामाजिक सञ्जालमा आउने टिप्पणीहरूलाई समेत सीमित गर्नुपर्‍यो । यसै बिच, साइबर ब्युरोले पनि यस्ता कार्यहरूले विद्युतीय कारोबार ऐन, २०६३ को उल्लङ्घन गर्ने चेतावनी दियो । नेपालको डिजिटल क्षेत्रमा महिलामाथि हुने आक्रमण पनि समाजमै गहिरो रूपमा जरो गाडेको स्त्रीद्वेषी संस्कृतिको परिणाम हुन्, जहाँ महिलाहरूले केवल आफ्ना विचार अभिव्यक्त गर्दा पनि कठोर व्यक्तिगत आक्रमण सहनुपर्छ।
त्यस्तै, पाराडाइम टिभीले गायिका एलिना चौहान, समीक्षा अधिकारी र सुरक्षा केसीमाथि लिङ्गीय टिप्पणी गरिएको एक एपिसोडका कारण व्यापक आलोचनाको सामना गर्नुपर्‍यो। च्यानलले पछि उक्त सामग्री हटाए पनि त्यसका अंशहरू अनलाइनमा निरन्तर प्रसारित भइरहे। जब प्रभावशाली व्यक्तिहरूले महिलामाथि वा हिंसा र उत्पीडनका पीडितबारे लिङ्गीय पूर्वाग्रहयुक्त धारणा प्रकट गर्छन्, त्यस्ता टिप्पणीहरूले हाम्रो समाजमा स्त्रीद्वेषी सोच कसरी सामान्यीकरण भइरहेको छ भन्ने यथार्थलाई अझ स्पष्ट बनाउँछन्।

नक्कली सामाजिक सञ्जाल प्रोफाइलहरूको बिगबिगी
प्रधानमन्त्री सुशीला कार्की र अन्य केही मन्त्रीहरूको नाममा नक्कली सामाजिक सञ्जाल खाता खोलिएकाले भ्रम र गलत जानकारी फैलिएका छन् । यसैबीच, प्रधानमन्त्री कार्यालयले “PM Sushila Karki” नामक फेसबुक पेज नै एकमात्र आधिकारिक खाता भएको स्पष्ट गरेको छ। यद्यपि ऊर्जामन्त्री कुलमान घिसिङ र अर्थमन्त्री रोमेश्वर खनालको नाममा रहेका नक्कली पेजहरू अझै सक्रिय देखिएका छन्।
यसरी, उच्च पदस्थ व्यक्तिहरूका नाममा नक्कली प्रोफाइलहरू सिर्जना हुनु कमजोर डिजिटल सुशासन र राजनीतिक संक्रमणकालको सङ्केत हो। यस्ता खाताहरूले जनविश्वासमा आघात पुर्‍याउने मात्र नभएर विश्वसनीय र प्रमाणित सूचना प्रवाहको आवश्यकतालाई पनि उजागर गर्छन्। तर प्रधानमन्त्रीले आधिकारिक खाता स्पष्ट गर्दै नयाँ खाता सञ्चालन गर्नुभएको कदमलाई भने सञ्चारमा पारदर्शिता र विश्वसनीयता सुदृढ गर्ने सकारात्मक पहलका रूपमा लिन सकिन्छ ।

साइबर क्षेत्रमा देखिने राजनीतिक दुराचार
नेपालमा पछिल्ला वर्षहरूमा राजनीतिक व्यक्तित्वदेखि सामान्य नागरिकसम्म संलग्न हुने साइबर सम्बन्धी अपराधहरू बढ्दै गएका छन् । राष्ट्रिय स्वतन्त्र पार्टीका डा. अरनिको पाँडे र एमालेका नेता ऐन महर र महरकी पत्नीमाथि साइबर कानुन अनुसार अनलाइन दुर्व्यवहारको मुद्दा दर्ता गरिएको थियो।

त्यस्तै, नेकपा (एमाले) का पोलिटब्युरो सदस्य महेश बस्नेतले सामाजिक सञ्जालमा आपत्तिजनक सामग्री पोस्ट गरेको र अश्लील सन्देश पठाएको आरोपमा उनलाई अनुसन्धानका लागि लगिएको थियो। साइबर सम्बन्धी यस्ता थुप्रै उजुरी दर्ता भए पनि, अधिकांश साइबर अपराधका मुद्दा अदालतसम्म पुग्दैनन् । यसको कारण भनेको प्रहरीले नै आपसी सहमतिका आधारमा आपत्तिजनक सामाग्री हटाएर मेलमिलाप गराउनु हो ।
त्यस्तै, एक भाइरल भिडियोले पूर्व गृहमन्त्री रवि लामिछानेलाई हालका गृहमन्त्री ओमप्रकाश अर्यालको संलग्नता भएको भनी एक वैदेशिक रोजगारमा भएको घोटालासँग झूटो रूपमा जोडेको थियो। तर पछि तथ्यजाँच गर्दा उक्त भिडियो सम्पादित र सन्दर्भहीन रहेको खुलासा भयो। यी घटनाहरूले डिजिटल क्षेत्र पनि राजनीतिक हेरफेर, दुर्व्यवहार र भ्रामक सूचनाका फैलाउन लागि दुरुपयोग हुँदै गएको देखाउँछ। यस्ता समस्यालाई नियन्त्रण गर्न नेपालले नैतिक उत्तरदायित्व सुनिश्चित गर्ने, आलोचनात्मक डिजिटल साक्षरताको विकास गर्ने र साइबर कानुनको पारदर्शी रुपमा कार्यान्वयन सुनिश्चित गर्ने संयन्त्रको विकास गर्नु पर्छ ।

कमजोर डिजिटल संरचना बिच मौलाएका शोषणकारी अभ्यासहरू
नेपालको डिजिटल प्रणालीमा हाल विभिन्न प्रकारका सुरक्षा चुनौती र कमजोरीहरू देखा परेका छन्। उदाहरणका लागि, सुनसरी जिल्ला प्रहरी प्रमुखको वाट्सएप खाता ह्याक भई उक्त खाताबाट सर्वसाधारणलाई सन्देश पठाउँदै रकम माग्ने घटना भएको थियो। त्यस्तै, साइबर ठगहरूले प्रहरी अधिकारीकै नक्कल गर्दै पूर्व प्रहरी महानिरीक्षक सर्वेन्द्र खनालका तस्वीर र नक्कली फेसबुक पेजहरूको प्रयोग गरी सर्वसाधारणलाई ठगेका छन्। यसरी जनसुरक्षाको जिम्मेवारी लिने संस्थाकै नाम दुरुपयोग गरी नागरिकहरूलाई ठग्ने कार्य भइरहेको छ। यस्ता घटनामा पीडितहरू दोहोरो रूपमा पीडित बन्छन् जहाँ उनीहरु पहिलोपटक ठगहरूबाट पीडित बन्छन् भने दोस्रोपटक त्यही प्रणालीबाट बन्छन् जसले उनीहरूलाई सुरक्षा प्रदान गर्न असफल हुन्छ।
त्यसैगरी, सञ्चार नियमन गर्ने प्रमुख निकाय प्रेस काउन्सिल नेपालको वेबसाइट पनि ह्याक भएपछि पत्रकारहरूको आचारसंहिता, उजुरी र प्रकाशनसम्बन्धी जानकारीमा पहुँच अवरुद्ध भयो। अर्को तर्फ, सामाजिक सञ्जाल गैरकानूनी प्रचारका माध्यमका रूपमा पनि प्रयोग हुँदै आएको छ जुन विशेषत युवाहरूमाथि लक्षित गरिन्छ ।

नेपालले आगामी फागुन २१ गते प्रतिनिधि सभा निर्वाचनको मिति तय गरेको छ जसमा प्रधानमन्त्री सुशीला कार्कीले मतदानको अधिकारको महत्व माथि प्रकाश पार्दै सबैलाई समयमै मतदाता नामावलीमा नाम दर्ता गर्न आग्रह गर्नु भएको छ । देशले पहिलोपटक २०६४ सालको संविधानसभा निर्वाचनमा काठमाडौंमा इलेक्ट्रोनिक भोटिङ मेसिनको प्रयोग गर्ने प्रयास गरेता पनि यो प्रणाली देशभर लागू हुन सकेको थिएन। यसपालि पनि निर्वाचन आयोगले परम्परागत मतपेटिकाको नै प्रयोग गर्ने निर्णय गरेको छ। परम्परागत प्रणालीबाट मतदान गर्दा हातैले मत गणना गर्नुपर्ने हुँदा परिणाम सार्वजनिक हुन ढिलाइ हुने गर्दछ। नेपालको वर्तमान राजनीतिक अस्थिरताको अवस्थामा, मत गणनामा हुने ढिलाइले लामो समयसम्म अनिश्चितता कायम राख्दै राजनीतिक तनाव बढाउन सक्छ।
यसैबीच, डिजिटल मतदाता दर्ता प्रणालीलाई भने उल्लेखनीय प्रगति मानिएको छ। निर्वाचन आयोगको वेबसाइट र नागरिक एपमार्फत नागरिकहरूले

अब कात्तिक ३० गते सम्म अनलाइन मार्फत आफ्नो मतदाता विवरण पूर्व दर्ता, प्रमाणीकरण, र अद्यावधिक गर्न सक्ने भएका छन्। यसले नागरिक सहभागिता सहज र सुलभ बनाएको छ । तर मतगणनामा कायमै रहेको कागजी मतपत्रमै निर्भर रहने प्रवृत्तिले भने निर्वाचनमा हुनुपर्ने प्रगतिमा सीमितता रहेको देखाउँछ।
नेपालमा प्रशासनिक क्षेत्रमा भएको डिजिटल विकासमा केही प्रगति भए पनि, डेटा सुरक्षा र गोपनीयता प्रति भने सम्बन्धित निकायले ध्यान दिन सकेको छैन । यसले गर्दा देशव्यापी विद्युतिय मतदान प्रणालीको कार्यान्वयन हुन अझै लामो समय लाग्ने देखिन्छ जसका लागि थुप्रै पूर्वयोजना र तयारीको आवश्यकता छ ।

राज्यको आदिवासी पहिचानप्रतिको दृष्टिकोण र भ्रामक सूचना
प्रधानमन्त्री सुशीला कार्कीको मन्त्रिपरिषद्मा मन्त्रीको उम्मेदवार भनिएकी तासी ल्हाजोमले उनको नागरिकता र फ्री टिबेट अभियानसँग जोडिएको आरोपका कारण व्यापक विरोधको सामना गर्नुपर्‍यो। यसबिच, स्थानीय नेताहरूले उनको पक्षमा बचाउ गरे र ल्हाजोमले पनि स्पष्टीकरण दिँदै यो विवाद लिमी उपत्यकाको एक सीमान्तकृत महिलाप्रति राखिएको पूर्वाग्रहबाट उत्पन्न भएको बताइन्। उनले मन्त्री पदका लागि कुनै दावी नभएको उल्लेख गर्दै जेन जेड आन्दोलन भित्रकै आन्तरिक विभाजनलाई पनि औंल्याइन्।

ल्हाजोमले सामना गर्नुपरेका प्रश्नहरूले आदिवासी र सीमान्तकृत समुदायलाई सार्वजनिक वा राजनीतिक जीवनमा पूर्ण रूपमा स्वीकृति पाउनु अघि बारम्बार आफू नेपाली नागरिक भएको प्रमाणित गर्न बाध्य पारिने प्रवृत्तिलाई देखाउँछ । यसरी जनसाङ्ख्यिक र राजनीतिक प्रतिनिधित्वमा रहेको असमानताले सम्पूर्ण समुदायका लागि अन्यायपूर्ण अवस्था सिर्जना गर्न सक्छ।
यससँगै, भ्रामक सूचना र गलत व्याख्याले अनलाइन वातावरणलाई थप अस्थिर बनाएको छ । एउटा भाइरल फोटोमा टिओबी लेखिएको टिसर्ट लगाएका र हातमा बन्दुक समातेका एक पुरुषलाई टिबेटियन ओरिजिनल ब्लड समूहसँग जोड्दै विरोध प्रदर्शनको हिंसासँग सम्बन्धित गरिएको थियो। तर, पछि तथ्यजाँच गर्दा उक्त व्यक्ति र्‍यापर तेन्जिङ दावा भएको र त्यो दृश्य दुई वर्षअघिको म्युजिक भिडियोको भाग मात्र भएको पुष्टि भयो । उक्त घटनामा प्रयोग गरिएको बन्दुक पनि नक्कली थियो। र्‍यापर सुरेन्द्र गुरुङले टिओबी को अर्थ द ओरिजिनल ब्रदर्स भएको र त्यो एक नेपाली मोटरसाइकल समूह भएको स्पष्ट पारे। प्रहरीले समेत कुनै सुरक्षा खतरा नभएको पुष्टि गर्‍यो। यो घटनाले गलत सूचना र प्रतीकात्मक भ्रमले सामाजिक तनावलाई कति सहजै भड्काउन सक्छ भन्ने देखाउँछ । तर, यसमा पनि जब आदिवासी अनुहारहरूको संलग्नता देखिन्छ, त्यसले तनावलाई अझ चर्को रूप दिन्छ ।

डिजिटल पहुँच सुनिश्चित गर्न सरकारले ती क्षेत्रमा काम गर्न जरुरी हुन्छ ।

त्यसैगरी, आधिकारिक पदमा रहेका व्यक्तिहरूबाट सुरक्षित डिजिटल वातावरण निर्माणको अपेक्षा गरिन्छ, तर यसको विपरीत उनीहरूले अप्रमाणित सामग्री सेयर गर्नु वा डिजिटल उपस्थितिमा असंवेदनशीलता देखाउनुले डिजिटल क्षतिलाई झन् बढाउन सक्छ।
उदाहरणका लागि, धरानका मेयर हर्क साम्पाङले एक नक्कली पेजबाट गरिएको पोस्ट सेयर गरेका थिए, जसले प्रयोगकर्ताहरूलाई फिसिङ र मालवेयर साइटहरूमा पुर्‍याउँथ्यो। यस्तो घटनाले सनसनी खेज सामग्रीले नागरिकलाई सजिलै प्रभावित पार्न र डिजिटल सुरक्षालाई कमजोर पार्न सक्ने खतरालाई स्पष्ट पार्दछ । त्यसैले, नागरिक मात्र होइन, जिम्मेवार पदमा रहेका व्यक्तिबीच पनि डिजिटल सचेतना बढाउने सन्तुलित दृष्टिकोण आवश्यक छ। त्यसैले, डिजिटल साक्षरता र समावेशी पहुँच बीचको अन्तर घटाउनु नै सबैका लागि सुरक्षित र पहुँचयुक्त अनलाइन वातावरण निर्माणको आधार हो।

📃 बढ्दो साइबर अपराध, ठगी र ह्याकिङ

पितृसत्तात्मक नियन्त्रणका उपकरण हुन्, जसले परम्परागत शक्ति संरचनालाई नै कायम राख्न खोजिरहन्छ । यसरी, वरिष्ठ नेताहरूबाट हुने अश्लील र स्त्रीद्वेषी भाषाको प्रयोगले उनीहरूले आफ्नै संस्थागत अधिकारको प्रयोग गरी महिलाको राजनीतिक क्षमतालाई अवैध ठहर्‍याउने र मौन पार्ने काम गर्दछन् । यस्ता अभ्यासहरूले महिला विरोधी दृष्टिकोणलाई सक्रिय रूपमा थोपर्ने, महिलाको आवाजलाई दबाउने र लैङ्गिक असमानतालाई समाजमा मात्र नभई सत्ताको केन्द्रमै पुनःस्थापित गर्ने वातावरणको सिर्जना गर्दछ ।यस ढाँचाले राजनैतिक संस्थाले पितृसत्तालाई केवल अङ्गीकार गरेको मात्र नभएर त्यसलाई राजनीतिक अनुशासन र बहिष्करणको अनौपचारिक औजारका रूपमा पनि प्रयोग गरिरहेको भन्ने स्पष्ट पार्दछ।
बढ्दो साइबर अपराध, ठगी र ह्याकिङ
नेपालमा हाल साइबर अपराधी र ह्याक्टिभिस्ट समूहहरूले सामाजिक तथा राजनीतिक अस्थिरताको समयमा नागरिक र संस्थाहरूलाई लक्षित गर्ने क्रम तीव्र रूपमा बढाएका छन्। जेन जेड आन्दोलनका बेला धेरै मानिसहरू नक्कली पुरस्कार र फिसिङ जस्ता भ्रामक योजनाका सिकार बने, जसमा सानो अग्रिम भुक्तानी दिएबापत ठूलो पुरस्कारको प्रलोभन देखाइन्थ्यो। ठगहरूले गायिका रचना रिमाल र एलिना चौहान जस्ता चर्चित व्यक्तिहरूलाई समेत इसेवा क्यूआर

कोड मार्फत रकम माग्दै ठग्ने प्रयास गरेका थिए। यस्ता अस्थिर अवस्थामा डिजिटल साक्षरता र वित्तीय सुरक्षासम्बन्धी कमजोरीहरू अझ प्रष्ट रूपमा देखा पर्छन् ।
त्यसैगरी, राजनीतिक उद्देश्य सहित भएका ह्याकिङ गतिविधिहरूले राजनीतिक दल र सरकारी वेब पोर्टललाई समेत निशाना बनाएका छन्। जेन जेड राइजिङ नेपाल नामक ह्याकर समूहले राष्ट्रिय स्वतन्त्र पार्टी (रास्वपा) को वेबसाइट ह्याक गरी सभापति रवि लामिछानेको रिहाइ सम्बन्धी निर्णयप्रति असन्तुष्टि जनाउदै सन्देश राखेको थियो। साथै, नेपाल नागरिक उड्डयन प्राधिकरण सहितका सरकारी वेबसाइट र विभिन्न विमानस्थलका सबडोमेनहरू ह्याक गरी राजनीतिक सन्देशहरू प्रदर्शन गरिएका थिए। यस्तै, अन्तरिम प्रधानमन्त्री सुशीला कार्कीका

📃 राजनीतिमा देखिने साइबर मानहानी र दुर्व्यवहार

केही सञ्चार माध्यमहरूले त आन्दोलनले राजतन्त्र फर्काउने वा नेपाललाई हिन्दु राष्ट्र बनाउने उद्देश्य लिएको जस्ता दाबी समेत प्रस्तुत गरे । जसले आन्दोलनको वास्तविक उद्देश्यलाई नै पूर्ण रुपमा धमिल्याउने प्रयास गर्यो। त्यसैबेला, सैन्य शासन लागू गरिने, विभिन्न स्थानहरूमा विभिन्न सङ्ख्यामा मृत्यु भएको जस्ता अफवाहहरू तीव्र गतिमा फैलिँदा त्रास र भ्रम सिर्जना भयो। विश्वसनीय ठानिएका केही राजनीतिक व्यक्तित्व र नगरप्रमुखहरूले समेत पुष्टि नगरिएका जानकारीहरू सामाजिक सञ्जालमा साझा गर्दै भ्रम थपे। धरानका मेयर हर्क साम्पाङले पुरानो प्रदर्शनको भिडियो पुनः पोस्ट गरे भने नेकपा एमालेका नेता महेश बस्नेतले बालेन शाहको पुर्ख्यौली घर तोडफोड गरिएको गलत दाबी गरे। तर, यि दुवै दाबी पछि भ्रामक सावित भए। त्यस्तै, भारतीय मिडियाको सनसनीपूर्ण प्रस्तुतीले थप तनाव उत्पन्न गर्‍यो, जहाँ केही सञ्चार माध्यमहरूले आफ्नै राजनीतिक दृष्टिकोण नेपालमा थोपर्न खोजे।
तर, नेपाली युवाहरूले भने टिकटक, फेसबुक र डिस्कर्ड जस्ता माध्यमको प्रयोग गर्दै आफ्ना वास्तविक कथा सुनाए र भ्रामक जानकारीहरूलाई तथ्य जाँच गरे। यि प्रयासले सामान्य नागरिकले पनि जानकारीको प्रवाह र नियन्त्रण कसरी आफ्नै हातमा लिन सक्छन् भन्ने प्रस्तुत गर्यो । तर यहीँ बेला, जब सत्य र अफवाह एकअर्कासँग ठोक्किन्छन्, सूचना क्षेत्र कति नाजुक बन्न सक्छ भन्ने पनि बुझ्न जरुरी छ।

नेपालमा हाल सार्वजनिक व्यक्तित्वदेखि सामान्य नागरिकसम्मलाई लक्षित गरी गरिने साइबर मानहानी र उत्पीडनका घटनामा वृद्धि भइरहेको छ। राष्ट्रिय स्वतन्त्र पार्टीका उपाध्यक्ष डा. स्वर्णिम वाग्लेले, उनले विदेशी प्रभाव पार्न खोजेको भनि भाइरल बनाइएको डिपफेक अडियो विरुद्ध उजुरी दिएका थिए। उक्त अडियो १५ लाखभन्दा बढी पटक हेरिएको र हजारौँ पटक सेयर गरिएको थियो। यस्ता घटनामा वैध सार्वजनिक आलोचना र मानहानी बीचको स्पष्ट रेखा कोर्नु अत्यावश्यक हुन्छ।

सामाजिक सञ्जाल माथिको प्रतिबन्ध र डिजिटल लोकतन्त्र माथिको खतरा
नेपाल सरकारले अन्तिम पटक तोकिएको सात दिनको म्याद समाप्त भएपछि भदौ १९ गते सञ्चार तथा सूचना प्रविधि मन्त्रालय अन्तर्गत दर्ता नभएका सामाजिक सञ्जाल प्लेटफर्महरू माथि प्रतिबन्ध लगायो। नेपाल इन्टरनेट सेवा प्रदायक सङ्घले सरकारको निर्णयको विरोध गर्दै यसले प्राविधिक चुनौती उत्पन्न गर्ने, प्रयोगकर्ताहरूलाई भिपिएन प्रयोग गर्न बाध्य पार्ने र देशको डिजिटल प्रतिष्ठामा आघात पुर्‍याउने चेतावनी दिएको थियो । कानुन विज्ञहरूले पनि सरकारको निर्णयलाई असंवैधानिक भन्दै आलोचना गरेका थिए। उनीहरूले यो कदम सर्वोच्च अदालतको निर्देशन विपरीत भएको बताए, जसले सामाजिक सञ्जाललाई प्रशासनिक आदेश मार्फत नभई कानुन मार्फत नियमन गर्न भनेको थियो। अल जजिरा, एपी, रोयटर्स र डीडब्ल्यू गायतका अन्तर्राष्ट्रिय सञ्चार माध्यमहरूले समेत यस्ता प्रतिबन्धले डिजिटल अधिकार र स्वतन्त्रता सीमित गरेको भन्दै आलोचना गरेका छन्। अभिव्यक्ति स्वतन्त्रता र सूचनाको हक जस्ता अधिकारलाई कमजोर पार्ने यस प्रतिबन्ध माथि भएको अनेकौँ आलोचनाहरूका बाबजुद पनि सरकारले यो निर्णयलाई कार्यान्वयन गर्‍यो।

आलोचना बढ्दै जाँदा सूचना प्रविधि सल्लाहकार शालिग्राम पराजुलीले मेटाले दर्ता कागजात मागेको दाबी गर्दै भ्रामक जानकारी फैलाएको समाचार सार्वजनिक भयो, जसलाई पछि सरकारी अधिकारीहरूले अस्वीकार गरे। साथै, प्रधानमन्त्री र मन्त्रीहरूको कार्यालयहरूले भने फेसबुक र ह्वाट्सएप जस्ता प्रतिबन्धित प्लेटफर्महरूको प्रयोग जारी राखेपछि सरकारले गलत र असङ्गत व्यवहार गरेको आरोप खेप्नुपर्‍यो। यसैबीच, देशभर फैलिएको जेन जेड प्रदर्शन पछि मन्त्रिपरिषद्ले सामाजिक सञ्जाल प्रतिबन्ध हटाउने र सबै प्लेटफर्महरूमा पहुँच उपलब्ध गराउने निर्णय गर्‍यो। समग्रमा, राष्ट्रिय तथा अन्तर्राष्ट्रिय दुवै सञ्चार माध्यमहरूले यस प्रतिबन्धलाई सुधारभन्दा नियन्त्रणमुखी र प्रतिगामी कदमका रूपमा चित्रण गरे, जसले नेपालमा डिजिटल शासन र लोकतान्त्रिक उत्तरदायित्व बारे चासो उठाएको छ।

नेपालमा भएको जेन जेड आन्दोलनको क्रममा विभिन्न अन्तर्राष्ट्रिय र भारतीय सञ्चार माध्यमहरूले आन्दोलनको अधुरो र भ्रामक चित्रण प्रस्तुत गरे। उनीहरूले आन्दोलनको मुख्य कारण सामाजिक सञ्जाल प्रतिबन्ध मात्र देखाए, तर वर्षौँदेखि हुँदै आएको भ्रष्टाचार, असमानता र राजनीतिक विफलता प्रति जनताले देखाएको असन्तुष्टिलाई बेवास्ता गरे।

It shows how sensational content can quickly influence public perception and compromise digital security. To address such issues, a balanced approach is required to promote digital awareness among both citizens and those in authority. Reducing gaps in digital literacy and inclusion is essential for all, including political and public figures, to ensure a safe and accessible online space for everyone.

This pattern suggests that the institution does not merely tolerate patriarchy; it utilizes it as an informal tool of political discipline and marginalization.

Rise of Cyberfraud, Hacking, and Online Scams
Cybercriminals and hacktivist groups in Nepal have increasingly exploited moments of social and political disruption to target citizens and institutions. During the Gen-Z protests, people fell prey to fake lucky draws and phishing campaigns,

which promised small upfront payments in exchange for larger rewards. Scammers even tried to deceive celebrities such as Rachana Rimal and Elina Chauhan, asking for payments via eSewa QR codes. In times of unrest, gaps in digital literacy and financial protection are very high.

At the same time, politically motivated hacking has targeted both parties and government platforms. The hacker group GenZ Rising Nepal defaced the Rastriya Swatantra Party (RSP) website, criticising its handling of Rabi Lamichhane’s release. Also, the government websites, including the Civil Aviation Authority Nepal and multiple airport subdomains, were hacked to display politically charged messages. Fake social media accounts impersonating Interim Prime Minister Sushila Karki on X were also uncovered. These incidents reveal how political motives can exploit digital vulnerabilities and erode public trust, especially during times of unrest. In order to create a safe digital space, digital ethics must be promoted along with stronger cybersecurity measures, rapid response systems, and public awareness campaigns.

years, including corruption, inequality, and political failure. Some reports even went as far as suggesting the protests supported the return of the monarchy or aimed to make Nepal a Hindu state, which completely distorted what the protesters were actually fighting for.
At the same time, false news and rumours spread rapidly from claims of army takeovers and assaults to exaggerated death tolls, creating unnecessary fear and confusion. Even trusted figures, including politicians and mayors, fueled confusion by sharing unverified information online. The mayor of Dharan, Harka Sampang, reposted an old protest video, while CPN-UML leader Mahesh Basnet falsely claimed that Balen Shah’s ancestral home had been vandalized; both posts later proved to be misleading. Similarly, the indian media’s sensational coverage added another layer of tension, with some channels projecting their own political narratives onto Nepal’s situation.

However, young Nepalese use medium like TikTok, Facebook, and Discord to tell their own stories and fact-check misleading claims. It showed how ordinary people can regain control over the narrative, while also showing how fragile the

information space becomes when truth and rumour collide.

Cyber Defamation and Harassment in Politics
Nepal has witnessed a growing convergence of cyber defamation and harassment targeting both public figures and ordinary individuals. RSP Vice-Chair Dr Swarnim Wagle filed a complaint over a viral deepfake audio suggesting foreign influence, which got over 1.5 million views and thousands of shares. In such cases, it is crucial to draw a line between legitimate public criticism and defamation.

Social Media Ban and Threat to Digital Democracy
After a seven-day deadline expired on Bhadra 19, the Government of Nepal banned social media platforms not registered under the Ministry of Communication and Information Technology. The Internet Service Providers’ Association of Nepal (ISPAN) opposed the decision, warning it would trigger technical challenges, push users toward VPNs, and damage the country’s digital reputation. Legal experts criticised the move as unconstitutional and inconsistent with the Supreme Court’s earlier directive, which called for regulation through law rather than administrative action. The ban has also been criticised by international outlets such as Al Jazeera, AP, Reuters, and DW for restricting digital rights and digital freedom. Despite numerous objections that the ban undermines freedom of expression and the right to information, the government proceeded with it.

As criticism grew, IT Advisor Shaligram Parajuli was reported to have spread misleading claims that Meta had sought registration documents, which officials later denied. The government faced further backlash when the offices of the Prime Minister and ministers continued using banned platforms like Facebook and WhatsApp for official communication, drawing accusations of hypocrisy and inconsistency.

Following nationwide Gen Z protests, the Council of Ministers decided to lift the social media ban and restore access to all social media platforms. Overall, both national and international media portrayed the social media ban as regressive, prioritising control over reform and raising concerns about digital governance and democratic accountability in Nepal.
