Carter inherited Ford's bad economy. Clinton inherited Bush, 41's bad economy. Obama inherited Bush 43's bad economy and Biden inherited Trump's bad economy. It's beginning to look like, in 2028, a Democrat will, once again, be inheriting a bad economy.

She needs to claim immunity. Can't be held criminally responsible if you're breaking the law in the process of doing your official governmental duties. SCOTUS created this problem, the judicial and legislative branches need to request the same ruling the executive branch got.
